Renovation and conversion of the historic Interstate Commerce Commission and U.S. Custom Service buildings to create a national headquarters for the Environmental Protection Agency. HOPKINS designed the basement cafeteria to reduce energy costs and adverse environmental impacts by specifying low wattage lighting fixtures, non-CFC refrigerants, and dishwashers that not only warm water with refrigerator-generated heat but also recycle final-cycle water.
